Background of the study
Effective school governance is recognized as a foundational element in ensuring high-quality education delivery, particularly in primary schools where early educational experiences shape lifelong learning trajectories. In Kankia LGA, Katsina State, school governance structures play a pivotal role in shaping policies, resource allocation, and administrative practices that directly impact the learning environment (Ibrahim, 2023). Strong governance practices contribute to the creation of transparent, accountable, and participatory decision-making processes, which are essential for addressing the diverse needs of students and teachers (Aliyu, 2024). In recent years, literature from 2023 to 2025 has underscored that schools with robust governance frameworks tend to demonstrate higher levels of educational quality and improved student outcomes (Mustapha, 2023). In primary schools, effective governance ensures that educational policies are implemented efficiently, resources are managed judiciously, and teachers receive the necessary support to deliver quality instruction. However, many schools in Kankia LGA face challenges such as bureaucratic delays, limited community involvement, and inadequate monitoring systems, all of which undermine governance effectiveness (Bello, 2023). These challenges are compounded by socio-economic constraints that limit the capacity of school boards and management committees to perform optimally. Despite these issues, there is growing recognition that improved school governance can lead to significant improvements in education delivery, creating a more conducive learning environment for students (Suleiman, 2024). This study seeks to investigate the effect of school governance on the quality of education delivery in primary schools in Kankia LGA. By evaluating the existing governance structures and their impact on school performance, the research aims to identify best practices and propose strategies to enhance governance frameworks. Ultimately, the study aspires to contribute to policy reforms that ensure equitable and high-quality education for all primary school students in the region.

Statement of the problem
Primary schools in Kankia LGA, Katsina State, continue to grapple with challenges related to ineffective school governance. Despite the establishment of formal governance structures, issues such as bureaucratic inefficiencies, poor accountability, and limited stakeholder participation persist, adversely affecting the quality of education delivered (Adamu, 2023). In many cases, the disconnect between school management and the wider community has resulted in a lack of transparency and diminished trust, leading to suboptimal resource allocation and ineffective implementation of educational policies. This scenario is compounded by the absence of regular monitoring and evaluation mechanisms, which hampers efforts to identify and address governance-related challenges. Consequently, the expected benefits of a well-governed school system—improved teacher performance, enhanced learning environments, and better academic outcomes—remain largely unfulfilled. This study aims to critically examine how school governance influences the quality of education in primary schools within Kankia LGA. It will explore the specific governance practices that either contribute to or detract from effective educational delivery. By identifying the root causes of governance failures and their impact on classroom instruction, the research seeks to provide evidence-based recommendations for enhancing governance structures. Addressing these challenges is essential to ensuring that primary schools can offer a high standard of education that meets the needs of their students (Nasir, 2023).

Significance of the study
This study is significant as it evaluates the crucial role of school governance in ensuring high-quality education delivery in primary schools. The findings will provide actionable insights for educational policymakers and school administrators in Kankia LGA, facilitating reforms that promote transparency, accountability, and community involvement. Improved governance is expected to result in better resource management and higher student achievement, contributing to the overall enhancement of the educational system (Abdullahi, 2023).

Scope and limitations of the study
This study is limited to examining the effect of school governance on the quality of education delivery in primary schools within Kankia LGA, Katsina State. It focuses solely on internal governance practices and their direct impact on educational outcomes.
